The approach leans on a mix of age estimation, tokenised credentials and optional identity attestations rather than forcing universal ID checks.

Google has already pushed technical building blocks for this road, its Credential Manager API and open source zero-knowledge proof libraries aim to let services confirm a user is over a threshold age without exposing personal details.

Those tools are central to Google’s pitch that privacy and compliance can coexist.

Regulatory Crossroads

The proposal lands as the European Commission translates the Digital Services Act (DSA) into operational guidelines and pilots an EU age verification app across member states.

Brussels published guidelines this summer and selected five countries to trial a privacy-preserving verification prototype that can tie into national wallets or third party attesters.

At the same time, regulators have opened probes into major adult-content platforms for weak age gates, signalling that superficial click-through checks will not suffice.

That regulatory momentum puts pressure on platforms to demonstrate effective protections for minors. Authorities and some civil society groups are wary of solutions that rely on opaque machine learning or third-party dependencies that could erode digital sovereignty.

Privacy advocates stress that technical fixes cannot replace broader safety measures and may create exclusion for people without formal identity documents.

Europe’s move toward enforceable age assurance is not new. For several years regulators have required proportionate, data-minimising approaches to age checks while demanding that platforms actively manage risks to minors.

The current debate is about how proportionate measures should be applied in practice and who bears the burden of proof. Google’s contextual model reframes the question from whether to verify to how much verification is appropriate for a given interaction.

If regulators accept risk-aligned checks, many services could avoid heavy identity collection and still meet compliance by combining lightweight age estimates, credential exchanges and optional strong attestations for high-risk cases.

In case, if regulators insist on uniform, auditable identity verification at scale, platforms face either costly rollouts or restricted access in Europe. The EU pilot and enforcement actions will determine which path prevails.
